We would like to inform you that the Russian government has introduced a draft law to the State Duma of Russia, which proposes to allow foreign IT specialists employed in Russia by accredited IT companies to work without work permits and to obtain permanent residence permits based on such employment.
We would like to inform you that in accordance with the Government decree no 868-r dated 14.04.2022 (link in Russian) restrictions on entry into Russia and issuing of migration permits have been lifted for citizens of Algeria, Afghanistan, Bosnia-Herzegovina, Botswana, Zimbabwe, Israel, North Korea, Lesotho, Madagascar, Malaysia, Mozambique, Myanmar, Namibia, Pakistan, South Africa, Tanzania, Uruguay, Fiji, Philippines and Jamaica, as well as for persons permanently residing in these countries.
We would like to inform you that a draft law has been introduced to the State Duma of Russia on amendments to the procedure of hiring HQS in Russia, including an increase in the minimum salary level and the possibility of obtaining an indefinite residence permit by HQS and their family members.
As we informed you earlier, the order of the Ministry of Health of Russia No. 94n dated 02/21/2022, which entered into force on March 1, 2022, set the validity period of medical certificates issued to foreign nationals to 12 months from the date of their issuance. At the same time, we received many questions from our clients about whether this validity period applies to certificates issued before March 1, 2022.
We would like to inform you that in accordance with the Government decree no 513-r dated 16.03.2021, the Government decree no 522-r dated 17.03.2021 (in Russian) restrictions on entry into Russia and issuing of migration permits have been lifted for citizens of Indonesia and Turkmenistan, as well as for persons permanently residing in these countries.
In accordance with the governmental decree No. 440-p dated 9 March 2022, several changes were made to the decree No. 635-p dated 16.03.2020, which lifted the full ban on entry to Russia for citizens and permanent residents of 11 states and territories. This ban was introduced in December 2021 in connection with spread of Omicron variant.

The Ministry of Health of Russia has introduced amendments to the rules of conducting medical checkups of foreign nationals, which are due to take force on 1 March. These amendments provide for extension of validity terms of issued medical certificates, elaboration on the list of conducted medical examinations and exclusion of COVID-19 from the list of diseases subject to identification during medical checkups.
