It is potentially dangerous to use open fire on balconies, loggias of apartments, dormitories and hotels, and, according to the Russian Emergencies Ministry, the new requirements impose a certain responsibility on persons who caused the fire. That is, if someone’s balcony (or loggia) lights up due to a cigarette or a spark from a barbecue, it will be easier to punish the person who caused it. The government decree dated on September 20, 2019 #1216 has already been published.
However, the rules are not applied to specially designated smoking areas as provided by law.
If smoking on the balcony led to a fire, administrative liability is provided, that is, a fine in the amount of 3 thousand rubles to 5 thousand rubles, according to the Russian Emergencies Ministry. It has added that smoking can also cause criminal penalties, provided that a balcony or several apartments have burnt out due to an abandoned cigarette. In general, the information concerning this situation is rather contradictory, and we will be waiting for updated comments in a short time.
