Tax Free in Russia

The State Duma has adopted the law, which will grant foreign citizens the right to refund VAT on purchases made in Russia (Tax Free). The law will affect only citizens of foreign states that are not members of the Eurasian Economic Union (EAEC) and expected to come into force on January 01, 2018.
Foreign citizens will be able to receive a tax refund for the goods worth at least 10,000 rubles purchased from a retailer within 24 hours and exported within 3 months from the date of purchase.
When leaving Russia a person must provide the customs office with the exported goods, a special Tax Free receipt and the passport. Then the customs authority places a special stamp on the receipt confirming the right to refund. The tax may be returned by the tax free operator in cash at the airport, or in non-cash which is arranged by sending a letter with the stamped receipt to the store.
The Tax Free system will not apply to excisable goods such as tobacco, alcohol etc.
