We would like to remind you about the employers’ responsibility to timely submit quarterly notifications on salary paid out to highly qualified specialists (HQS) in the 4th quarter 2017.
v The notification must state the information on salary paid out to HQS during the period from October 1st to December 31st, 2017.
v The reported salary amount should be no less than the minimum level set up for HQS (standard terms):
- 167 000 RUB per one calendar month
- 501 000 RUB per one quarter – if there was a break in work during the reported period.
N.B.! According to the Article 129 of the Russian Labour Code a salary (employee’s payroll) is defined as remuneration for work, depending on an employee's qualification, the complexity, volume, quality and conditions of employee’s work, and also compensation payments (bonuses and allowances of compensatory nature, including allowances for work in conditions that deviate from normal, work in special climatic conditions and in areas affected by radioactive contamination, and other payouts of compensatory nature) as well as incentive payments (bonuses and allowances of stimulatory nature, performance fees and other retention bonuses).

Liability for violation
v Non-notification or violation of the established notification procedure leads to the administrative fines on an employer:
- on officials – from 35 000 RUB to 70 000 RUB
- on legal entities – from 400 000 RUB to 1 000 000 RUB.
